Brouwn was born in Paramaribo, Surinam. and moved to Amsterdam in 1957. His artist friend Armando introduced him to the Zero movement. He began creating artworks which depended on the unknowing participation of strangers and passers-by. He destroyed much of his early work, and for most of his career, he declined to give interviews, be photographed, or allow his work to be reproduced.
